School Literary Policy


  1. A Coordinator each will be appointed for Dzongkha and English Literary committee. Both will also be the coordinator for the Dzongkha and English Literary Clubs.
  2. The Coordinator and committee members will prepare the action plan for conducting the literary activities in line with the school calendar.
  3. The Dzongkha and English literary clubs will also be formed mainly to engage students more effectively and meaningfully.
  4. The literary competitions will be conducted class wise or house wise. There will be a minimum of one literary activity (One Dzongkha & English) for each month.
  5. Literary committee will observe the national reading week effectively and will be responsible to plan and organize the reading week.
  6. Certificates and prizes will be awarded to promote literary activities and to encourage the students for better participation.
  7. The two Coordinators will organize speakers for morning speeches (English/ Dzongkha) and its evaluation will be done by non- house master/ mistress and maintain its records.
  8. The literary club members will organize wall magazines and maintain the literary board. Whenever we get some offers for essay, painting and articles, the coordinators should see that we present something from the school at any cost.

School Scout Policy


  1. The Scouts master will form a school based scout troop with old and new members who are genuinely interested to continue or be a member of scout.  Scouts must be role model to other students and be prepared to follow instructions/work at all times when required.
  2. Encourage students for “good turn” daily.
  3. The scout members must be active and be prepared to carry out voluntary services both within school and outside.
  4. The scouting program will be carried out as a regular school program.  The Scout master will be responsible to plan, organize and execute the scouting activities throughout the year.
  5. The scout master will be responsible to submit the plan of action, registration forms, and member-ship fees to the school, DSA and BSA latest by April each year.
  6. The scout master will maintain proper appraisal record of all the scout members for necessary reference/ awards and nomination for scout forums, Jamborees, rallies or outdoor activities and mainly for rating as part of SUPW.
  7. The Scout master will organize exhibitions, any scouting activities and be ever ready to present scouting items during important occasions or when ever required.
  8. The Court of Honour will be conducted twice in a year once in each term (First term and Second term).
  9. The Scout master will coordinate the regular saluting and flag hoisting in the morning assembly and un-hoisting the flag after the school hours.  The scouts master will conduct the hoisting during the examination period and a support staff be appointed for the vacation period.
  10. Scouting will be conducted as a regular program on alternative Sundays but the scouts’ park will be maintained on daily basis.
  11. The scout master will evaluate and provide a report on scouting program at the end of the year.  S/he will also maintain the accounts and be accountable to auditing by the school, Dzongkhag or other authorities.

School Agriculture Policy


The School Agriculture Programme will be mainly focused on the following:-
  1. Vegetable Gardening
  2. Poultry
  3. EM Preparation
  4. Mushroom Cultivation.
1. Vegetable Gardening.
  • The Agriculture Coordinator will divide the land into 4 equal parts and distribute to the respective houses on lucky dip basis.
  • The students of Class IX and XI of the four houses will be engaged in vegetable gardening.
  • The house masters will be involved in supervising the work and maintaining the record of each student’s working habit and attendance.
  • The vegetable gardening for the houses will take place during the Saturdays. However, the respective houses may find suitable work time to bring about good harvest.
  • The harvest products deposited in the school mess and the total monetary accumulated will be accounted for the house wise competition in vegetable gardening.
  • The price of the products will be fixed by the Principal, Vice Principal, house mistress and the Co-coordinator for the harvested products of the garden.
  • The price of the products will be little lower than the actual market prices.
  • Points will be awarded to the house for the best product in the agriculture activities.
  • Cash prize will be awarded to the best overall house wise performances. The amount will depend on the income generated from that particular academic year.
  • A separate plot will be reserved by the Agriculture Club for the practical and demonstration purposes.
  • The Agriculture Club members will work in the field during the club time, i.e. on Wednesdays and even during other times, if deemed necessary.
3. School Poultry.
  • The Agriculture club will maintain the poultry for the educational and income generation purpose. The selected group of students from the Agriculture Club will look after the poultry.
  • Feeding, collecting, selling the eggs and maintaining the daily records of the products will be solely maintained by the concerned members.
  • The proper maintenance and cleanliness of the poultry shed will be conducted while collecting the eggs on a daily basis by the selected members.
  • The price of the eggs will be determined by the market price.
  • At the end of each month, the account must be submitted to the Coordinator whereby who will enter in the stock register and deposit the cash in the bank.
  • The poultry feed will be purchased from a nearby Karma Feed Agent.
  • During the winter vacation, the task of feeding, collection and selling the eggs will be entrusted to the school caretaker.  The accounts will be submitted to the Coordinator after the school resumes.
4. Mushroom Cultivation
  • There will be separate group of students nominated for the mushroom cultivation which will be conducted on Saturdays during SUPW.
  • The club must try to cultivate the mushroom twice a year depending upon the availability of mushroom spawn received from the NMC, Semtokha.
  • The cultivation & caring of the mushroom, harvesting, selling and maintaining of the account will be done by the students concerned.
  • The price of the product will be determined by the market price.
5. EM preparation.
  • There will be two students nominated for the preparation of EM.
  • There will be continuous supply of EM in the store for the daily use.
  • To promote the health and sanitation of the school, the EM solution will be made available to the school toilets on the following days:
a. Monday
b. Wednesday
c. Saturday.
The school will collect the EM from NSSC, Simtokha as and when required.
Fishery.
A fishery tank has been constructed with the aid from S.A.P in the year 2009. The agriculture coordinator has started the program with 6000 fingerlings. We are expecting to harvest for the first time in Sept 2010. So far the program is running well. We expect to give full support to this program and make it sustainable.

School Health Policy


  1. The School Health Committee with a Coordinator will be formed in the beginning of the session to carry out any health related activities and programs in the school.
  2. The School Health Committee will nominate the sick captains, a boy and girl students from the boarders and include them as members of the committee.
  3. The Health Committee will draw up the plan of action of the year and work the plan accordingly.
  4. The Health Coordinator will particularly coordinate the distribution of iron tablets on Thursdays, de-worming, vitamin A, etc. and maintain/submit its records.  The class teachers will maintain the daily issue records of the iron tablets.
  5. All students will make a book for health record. The Health Committee will maintain the health record of all the students and also record the height, age & weight of each student once in the beginning of the year and the next in the end of second term.
  6. The Health Coordinator will plan and prepare the SODIS facilities to provide safe drinking water to the students on daily basis.
  7. The Health coordinator will issue the permit (out pass) in the health book to the
  8. students to visit hospital during the morning recess which need to be signed by the class teacher followed by the Principal.  The hospital staff will not treat any students during class hours without the permit.
  9. The sick captains with information to the health in charge will arrange school bus for students’ treatment to the hospital.
  10. The Health Coordinator will organize the cleaning campaigns in collaboration with the Nature Club/ Scouts and also coordinate health related awareness program such as sex education, substance abuse, HIV/AIDS & STIs, etc.
  11. Coordinate and observe the National and International day(s) to create awareness of observing such occasions among the students and the community at large.
  12. The Health Coordinator will be responsible to check/advise the school canteen on nutritional value & hygiene, cooks’ health & hygiene and ensure that the cooks are healthy.
  13. The School Health Committee will organize blood donation net work to help the needy in times of emergency on voluntary basis.
  14. The School Health Committee will also be responsible for maintaining the sewerage, sanitation and waste disposal of the school campus, hostels and toilets in collaboration with Nature Club, Agriculture Club for EM solution and Coordinator of the SUPW.
  15. The Health Coordinator will maintain a First Aid Kit & personnel in the school and also arrange Health Assistance during Marathon, School Sports Day, Intra/Regional Meets.

Examination Policy

1. The exam committee members will be selected in beginning of the year during the general staff meeting and a Coordinator will also be appointed.
2. The examination committee will be responsible for the fair and smooth conduct of home examinations [mid- term, trail and annual]; this will be done in accordance to the guidelines set by the Bhutan Board of Examination.
3. The Coordinator /committee will carry out the following for conducting any of the above examinations:
  • Frame and disseminate the rules and regulations to be followed for conducting the examinations.
  • Make the timetable, seating plan, and arrangement of examination rooms.
  • Bell timings to be followed during the exams to be displayed on the school notice board and appoint bell ringer to ring the bell on time.
  • Collect the draft questions, model answers and blue print from the teachers and file as a record.
  • File all examination questions in the question bank and retain it in the library with a copy each in the examination cell.
  • Purchasing of stationary and arrangement of refreshment for teachers on examination duty.
  • Supervise the typing, cyclostyling, stapling and arrangement of questions according to the examination time table.
  • Moderation of papers to be carried out.
  • Monitor the sealing of answers booklets.
  • Collection of examination papers, arrangement and distribution to the concerned subject teachers for correction.
  • Check to see if the examination rooms are locked and safe.
  • Set a date for the group evaluation and monitor the evaluators work.
  • Declaration of results and maintaining a record of student’s performance.
  • In case of malpractices, the report will be brought to the examination committee and the record will be kept and as well as a copy will be handed to the concerned subject teacher. In case of serious offence it will be then forwarded to the Principal.
  • Maintain the examination cell neat and records to be properly arranged in the cupboard.
  • 4. The Coordinator/committee will prepare the result analysis (subject and year wise) and conduct meeting to discuss the students result and work out strategies for improvement in coordination with the SBIP Coordinators.
  • 5. Coordinate with the subject monitors (Coordinator) in the conduction of class Test at the end of every month.
  • 6. The Coordinator/committee will organize a promotion meeting with all subject teachers before declaring the annual examination results.
  • 7. The Coordinator /committee will ensure the updating of question bank and blue prints which needs to be handed down to the next Coordinator.  The out dated and old / obsolete papers will be discarded on completion of a year.
  • 8. The Coordinator/committee will ensure that all class teachers enter the marks in the progress report and also prepare a consolidated sheet.  The records of the continuous assessment will also be maintained for references.
  • 9. The Committee will finally maintain the consolidated progress reports class/ year wise and it will be mandatory that these documentations are handed down to the next Coordinator.
  • 10. The committee will also ensure that the examination room & cupboards are kept ready for the use during the Board Examinations.
Various Examination:
1.Unit test I- end of April
2. Unit test II – First week of September.
These two test will add 5% on the on going of mid-term and Annual

Store Issue Policy


  1. The Store In-charge will issue the text books to the respective class through class teachers.
  2. The Store In-charge will maintain separate formats for the issue of text books to the students endorsed by the concerned class teachers.
  3. The class teachers will be fully responsible for the distribution of the text books to the students and also collection at the end of the academic session.
  4. The change of the text books especially missing pages will be entertained within the month of issue.
  5. The stores will be maintained at all times with text books and stationeries properly arranged class and subject wise on the labeled selves.
  6. The Store In-charge will be totally responsible for submitting the text books and stationeries requisitions to the Dzongkhag after proper projection of the requirement in consultation with the school authority.
  7. The Store In-charge will maintain the stock entries of all the receipts of the text books and stationeries and also the issues of the same.
  8. The Store In-charge will initiate to form a committee mainly to dispose off the obsolete text books after which the reports will be sent to the concerned authorities.  This will be conducted as per the existing guidelines.
  9. The store In charge will work out the requisition of books in consultation with the subject teachers. This is to avoid requisition of unwanted books.
  10. The Store In-charge must be well aware of the books’ life and will maintain record to follow up with the life of each text books.  The Store In-charge will ensure that all books complete the required life line before the final disposal.
  11. The Stores will be maintained clean and tidy throughout the session and at all times.
  12. The students will be responsible for the text books once issued to them.  Fines will be collected by the Class teachers and handed over to Stores In-charge for the lost and tampered/damaged books.
  13. The Store In-charge will prepare the receipts for fine collections and issue to class teachers. The price list of text books will be made available to the class teachers by the Store In-charge.
  14. The amount collected from the fines will be deposited to the non-revenue accounts and the receipts will be maintained by the Store In-charge which will be subjected to auditing by concerned authorities.
  15. The Store In-charge will conduct the physical verification and restocking during the winter vacation and be ready for issue of books for next session.
  16. Issue of goods will be done only after getting requisition slip approved by the Principal.
  17. Look after the staff quarters.

Library Policy


  1. The school administration will try to expand the library each year and develop the library with good storage of varied books.  The students/teachers will compulsorily avail the library services and inculcate genuine reading habit for lifelong learning and also to bring about quality education.
  2. The library management team will be dynamic and make the library accessible to all the students and teachers.  The management will develop the rules and regulations for the library and also maintain its decorum.
  3. The librarians will be totally accountable for the stock entry/records and maintenance of the books, the issues, the accounts of the fines imposed and its utilization. Arrangement, sorting and classification will also be carried out by them according to the Dewey Decimal System.
  4. The Library Assistants will strictly follow the school timings and will also have to keep the    library open during lunch, if required even during the holidays or vacation.
  5. The students and teachers will be permitted to use the library during free periods within the working hours of the school.
  6. All the borrowers of library books will take utmost care of the books. In case books are lost, the full price of the book plus an additional of Nu. 50/- for students and Nu. 100/- for teachers will be imposed which will be used to buy the same titles for replacement.
  7. Students will be allowed to borrow books from the library for a minimum period of one week and may be renewed for another week.  A fine of Nu. 2/- will be imposed for each day or Nu. 10/- per week for the delay in returning the books.
  8. Teachers will be permitted to borrow books for minimum two weeks period and then be renewed.  The reference books will be permitted to be borrowed till the next day morning till 9 AM or in few cases they can be used in the library only.  The encyclopedias will strictly be used only in the library.
  9. The rules and regulation of the library must be strictly followed by all. Everyone will maintain total silence. No one will be allowed to eat, drink, misbehave or go against the staff working in the library.
  10. Tampering of the books will result in paying the full price of the book plus the additional fees as mentioned above. Book marks must be used at all times.
  11. To issue books, cards/borrowers pocket system will be used for students and a register will be used for the teachers.
  12. The library assistants will have to ensure that the books borrowed by students/teachers are returned before the vacations and will also be accountable to sign for the Student’s Clearance Certificate at the end of the year.
  • Teachers too are requested not to keep the books permanently.

Student Leave Policy


1. All students are expected to have regular attendance in the lessons, club activities and other school programs.  In case any student is unable to attend school, the following are to be observed:
a) Students unable to come to school must send a leave letter stating the reason, which should  be counter signed by his/ her parent with contact number of parents be submitted to the concerned class teacher.
b) The class teacher concerned will need to make inquiries if a student is found missing class for more than 3 days, and be aware of what is the problem if not the teacher need to inform the school authority.
c) A student’s prolonged absence due to domestic problems and medical case will need to be informed by the class teacher to the school authority followed by joining application counter signed by parent/guardian and enclose copy of medical certificate (for medical reasons)
d) Student once registered with the Bhutan Board Of Examination will not be allowed to drop the examination unless that student is seriously sick and admitted in the hospital. Students dropping without information will forfeit the school leaving certificate.
e) Students falling sick in class and going for further treatment or going home should write application to the Principal through the class teacher.
2. A student’s absence for more than 10 days without any information will be considered as left school for good.
3. The class teachers will maintain the regular attendance of the class and the log book shall also be maintained by the class captains and the remarks of the student’s absence/inquiries endorsed with the signature of the subject teacher is mandatory for each period.
4. The log book will be submitted to the Principal’s office at the end of each day’s class and collected before the assembly the next day for regular maintenance for each subject taught.  The Staff Secretary will carry out the same work during Vice Principal’s absence. Finished or page completed log book has to be submitted to office for future record.
5. Any student visiting the BHU will do so during the lunch time after obtaining the visiting permit from the Health In charge in the health book countersigned by the Class teacher. On arrival from hospital the student will report back to the class teacher and be present for class.
6. Students unable to attend the assembly must get permission from the Health In charge and stay in the room below the staff room. No one will be allowed to stay in the class room.
7. All students should have 90% in all subjects or otherwise will not be permitted to sit for the annual examinations. The class teachers are required to submit the attendance percentage worked out before the final examinations.
Feel free to talk/clarify matters or spell out the problems with the teachers, Vice Principals and Principal.

Class Teacher Policy



  1. Class performance depends on the efficiency of the class teachers.
  1. Teachers who have been nominated as House Masters will not be class teachers due to excess work load.
  2. As far as possible, we will avoid temporary teachers or TPs from class-teacher ship.
  3. From the administrative job holders only health coordinators will be exempted from class teacher ship as their      work is throughout the year.
  4. The administration will see and consider teachers from class teacher ship if they are very old or has some problems.
  5. Taking more than one responsibility would give you additional credit.

Club Policy



  1. The school will form the clubs as per the expertise and resources available and mainly on its effectiveness to the students.
  2. All students, irrespective of classes, must be member of a club.  The class teachers will ensure that each student is a member of a club.
  3. Clubs will be conducted once a week on Wednesdays for one hour.
  4. Each Club Coordinator will prepare the action plan and implement them accordingly.  A copy of the action plan must be submitted to the school authority.  The action plan will be planned for two terms. (One in the beginning for first term and the other one for second term).
  5. The Club Coordinators will maintain attendance record for each club days and check on the absentees and report to the school authority for prolonged absentees of club members.
  6. The Club Coordinator will also keep record of the activities conducted during the club period.
  7. The Club Coordinators will also maintain the performance/evaluation of the members that will be submitted to the SUPW Coordinator at the end of the year. The performance rating and attendance will be one component of rating the SUPW.
  8. The Club Coordinators will also submit a report of the club activities, its benefit/effectiveness, interest of the members and its continuity as a review for necessary follow up in the following year.
  9. The clubs for Football, basketball and volleyball will be formed only after the selection of school team members.
  10. Scouting will be carried out as regular school program.
